Peters Li-ying Chen, Asst Rep & Director Education, Taiwan’s Taipei Economic and Cultural Center joins ACN Advisory Board, an Asian Think Tank
An offshoot of the Asian Community News (ACN) Network, the ACN Editorial Advisory Board brings the experts from East Asian countries together on a common platform for strengthening the Indo-Asian relationship and bilateral ties through the media and advocacy.
NEW DELHI. Peters Li-ying Chen, Assistant Representative and Director of Education Division, Taipei Economic and Cultural Center (TECC) in India, has joined ACN Editorial Advisory Board, an Asian think tank, as an Honorary Board Member.
Taipei Economic and Cultural Center in India (TECC) is the Republic of China (Taiwan) government representative office in India. It is responsible for promoting bilateral relations between ROC (Taiwan) and India in the fields of the economy, trade, investment, the media, tourism, culture, education and science, and technology.
With this, the ACN Editorial Advisory Board, which offers a common platform with representation from East Asian countries like Japan and South Korea besides India, now gets represented by Taiwan as well.
Mr. Chen was formally inducted into the Board as an Honorary Member in a hybrid meeting of the ACN Editorial Advisory Board held at Qutab Golf Club in New Delhi on December 18.
Mr. Chen currently bridges bilateral cooperation by setting up Taiwan Education Centers (TECs) at campuses in India to promote Mandarin education and scholarships. So far, TECC has inked Memorandum of Understandings (MoUs) with numerous reputed educational institutions in India including well-known universities and set up 23 TECs.
As many as 15 of these TECs were set up during the pandemic struck the year 2010-21 under his leadership.
Recently, the education division of TECC conducted the Test of Chinese as a Foreign Language (TOCFL) for the first time at Don Bosco University in Assam, when Taiwan’s Representative of the Taipei Economic and Cultural Centre in India (TECC), Ambassador Baushuan Ger also visited the university.
Under Mr. Chen’s leadership in India, Taiwan awarded scholarships to Indian students to the tune of Rs. 14 Cr and Rs. 15.2 Cr in the year 2020 and 2021 respectively. As many as 2780 Indian students are studying in Taiwan.
Mr. Chen was earlier appointed as secretary to the Minister of Education and helped to formulate many educational policies. Before joining the Ministry of Education, he worked in Guangdong Province, China in the private sector.
Mr. Chen earned his Master’s degree from the London School of Economics and Political Science and had served as assistant secretary-general at ‘London School of Economics and Political Science Alumni Association Taiwan’ till last year.
He was visiting scholar at Harvard University sponsored by the Fulbright Scholarship in 2012 and he went to study in the World Trade Institute (WTI) of the University of Bern, Switzerland, in 2013

The Board plans to take the delegation of its members to various heads of state/union governments to discuss various Indo-Asian matters, and prepare Advisory Document and submit the same to the government.
ACN Editorial Advisory Board also offers an opportunity to participate in Webinars/Seminars organized by ACN in which the government representatives/bureaucrats/ministers/Corporate leaders, Academicians/intellectuals from various countries could be invited to participate.
